This Webcam is actually located on the WAVY-TV Television transmiter tower in Norfolk, Virginia. You can clearly see by the picture that it is in the tidewater area of Hampton Roads, Virgina, overlooking the Hampton Roads Bay between the City of Norfolk, the U.S. Naval Station at Norfolk, and Hampton / Newport News, Virginia. The current marking on Google Maps is incorrect, which is a heavily forested area in the upland hills of northern Delaware near the area known as Hockessin. JMattey
